Farther out in the Pacific, Tropical Storm Kristy had sustained winds of 45 miles per hour (75 kph) and was moving west-northwest at 8 miles per hour (13 kph).

A Tropical Storm Warning means that tropical storm conditions are expected somewhere within the warning area.

Surf along the island's east-facing shores is already building and will peak later today and tonight, at 12 to 15 feet for the Big Island mainly in the Puna and Kau districts with 6 to 10 feet surf for eastern Maui.

Hurricane Hector, with 130 mph winds, is about 540 miles east-southeast of Hilo.

In the early morning advisory, the hurricane center noted that Debby lost its subtropical characteristics and became a tropical storm.

“The probability for major hurricanes making landfall along the United States coastline and in the Caribbean is below normal due to the forecast for a below-average season.”. "Winds of 40 mph extend outward up to 160 miles [260 km] to the northeast of the center".

This will keep Hector's eyewall with its strongest winds and heaviest rain well south of the Big Island.

More than two months into the 2018 Atlantic hurricane season, the forecasters' predictions of a quiet year appear to be accurate.

Service of Jamaica is reporting that tropical storm Debby, which is not a threat to Jamaica, has strengthened slightly as it makes its way towards the North Atlantic.

The National Oceanic and Atmospheric Administration will release its updated mid-season hurricane forecast on Thursday.
