The children are 4 months to 12 years old, Fairfield police Lt. Greg Hurlbut said. All 10 of the children were placed into Solano County's Child Welfare Services.

Ina Rogers was arrested and charged with child neglect. They found another nine children, "rescued from frightful living conditions", according to a Fairfield police press release.

One officer described trash, spoiled food, and both animal and human feces strewn about the home. He was booked into the Solano County Jail for nine counts of felony torture and six counts of felony child abuse.

Allen faces torture and child cruelty charges.

The alleged abuse was done with "sadistic objective", Henry said during a news conference.

Investigators said Fairfield police officers responded to a report of a missing juvenile in the 2200 block of Fieldstone Ct. on March 31st. Ina Rogers faces 10 felony counts her husband is accused of torture.

The mother, identified by police as Ina Rogers, 30, was arrested and charged with child neglect.

Rogers could not be reached for comment Monday. Her oldest child, who is 14, does not live in the home and was not taken by Child Welfare Services. Kids get rebellious and that's all that happened, ' Rogers said. "I've been in law enforcement since.well. more than 30 years ago", said Hurlbut.

Rogers was arrested and released after posting $10,000 bail on April 9. Police said an investigation revealed a long, continuous history of severe physical and emotional abuse, WDTN reported.

She claimed the children slept on cots in one bedroom because they were close and the other rooms were used as a master bedroom, a playroom and a meditation room.

"The conditions they saw in my home was me tearing up my house because my son was missing", she said.

During the tour, the four-bedroom house in Fairfield appeared messy with scuffed walls and animal feces in the bathroom.

They were "living in squalor and unsafe conditions", authorities said.

Neighbor Larry Magnaye stated he had no thought there have been 10 youngsters dwelling in the home throughout the road. "I was afraid that I could not find him". He told her it was unlikely her son was in his back yard because his dog would have barked, he said, according to the Chronicle. She added she was "horrified" by the statements from the children.

She stated she feels she's being judged for having so many youngsters and selecting to home-school them. The mother, Ina Rogers, told reporters that she called authorities in March after her 12-year-old son didn't come home.

"My husband has a lot of tattoos", Rogers said. "He looks like a scary individual, and that's why people are so quick to judge him", Rogers said.

"But my husband is an unbelievable person". She described the abuse as inhumane, cruel and sadistic.
