The situation reportedly unfolded near the Chambers Street and West Side Highway area of Lower Manhattan.

"New York is an global symbol of freedom and democracy. that also makes us a target", Governor Andrew Cuomo said at the press conference, extending his thoughts and prayers to the families grieving their lost loved ones, and his thanks to the many first responders who stopped the shooter and aided the injured.

"I thought it was terrorism", Duffy said of the attack. Investigators say they recovered a cellphone that had Islamic State group propaganda.

Federal authorities are treating the event as a terror attack and took over the lead of the investigation.

A child was seen sitting on the lap of an adult in a neck brace in the calm after the horror. A paintball gun and pellet gun were found on the scene. He said a heavyset man was chasing him. "I've got five people on the ground", the officer said in audio released by online scanner platform Broadcastify. He said a man came over and kicked the gun out of his hand.
