The fire started on the Harlem building's top floor, which was engulfed in flames as thick smoke billowed.

"It couldn't have been in a worse position for the wind", Leonard said. "It's a fire!' so I just took my family out, that's it", tenant Carlos Ramirez said. Other structures across the street from the fire drenched building have been evacuated, while those buildings are also feared to be at risk for collapse.

An estimated 40 families live in the building, WABC reported.

Authorities urged pedestrians to stay away from the area after pieces of the building began falling onto the street after the roof collapsed.
