Officials said that Saito planned his Sunday escape which included a cab, chartered plane, cash and a ticket to San Jose that was bought online, KGMB reported.

Students at nearby Windward Community College say they were notified late Sunday night.

Police released photos of Saito leaving the hospital Monday.

He wore a red jacket and a Hawaiian shirt, and rummaged through a bag as if for the first time.

Saito was arrested in Stockton at about 10:30 a.m. PT this morning, the San Joaquin County Sheriff's Office said, "as the result of a tip received from an alert taxi cab driver".

Saito has sought release from the Hawaii State Hospital since the early 1990s, but those requests have always been denied.

Those who have fought to keep Saito away from the community for years warn he is psychopathic and risky.

"Randall Saito is a very disturbed, mentally ill individual", said deputy prosecutor Jeff Albert at the time, according to KHON. He then boarded a charter flight from Honolulu to Maui and then got on board a flight from Maui to California, landing on the mainland at about 5:30 p.m. Hawaii time.

A Health Department spokeswoman would not elaborate on Saito's restrictions.

A manipulative and psychopathic killer who Hawaiian prosecutors said has the "criteria of a classic serial killer" is on the loose in the US mainland, after escaping from a mental hospital on Oahu, chartering a plane to a neighboring island and then flying commercial to California.

Saito is described as being heavyset with black hair and standing 6 feet tall. Authorities are urging the public to not approach or try to apprehend Saito.
