In a statement after the court's announcement, Trump said the high court's decision was a "clear victory" for national security.

Trump signed a memorandum this month that said the travel ban would take effect 72 hours after injunctions were lifted, therefore it should be over by September for visa holders and the end of October for refugees.

How long will the travel ban last? Their Monday ruling only partially limits the lower courts' stays on letting the travel ban take effect. The Supreme Court on Monday revived parts of the ban and agreed to decide the legality of the Trump order in its next term, which begins in October.

Since the US began its system of vetting refugees in 1980, not a single person accepted as a refugee has been involved in a successful deadly attack on the United States.

Mr Gorsky said the standard is likely to sow confusion among U.S. consular officials who have to make visa decisions and could require another court decision to determine what constitutes a connection to the United States sufficient to allow entry.

"As President, I can not allow people into our country who want to do us harm", said Trump in a statement. But Trump now has said it's a ban, period, and there are already extreme vetting procedures in place. Could that be why they're not included in the travel ban? A senior USA official familiar with the situation said the Trump administration has plans in place to relaunch the stalled ban and tourists will be among those kept out. Everyone from foreign relatives of USA citizens to US university students from the countries in question are permitted to travel here without discrimination. "Reinstating any part of this ban could create chaos in the nation's airports and tear families apart", Margaret Huang, Amnesty International USA executive director, said in a statement.

"It leaves open a number of questions of interpretation and implementation", said Kate Shaw, ABC News' Supreme Court contributor.

In its ruling, the court reminded the Trump administration that its Executive Order was meant to be temporary, allowing for that 90 day review.

It is not yet clear what a "bona fide relationship" means, but it is likely to refer to those with a certain kind of family, education or work connection to the US.
