The boy followed the instruction and set up a self-made nail bomb at the Christmas market.

The boy allegedly first tried to detonate the device at the city's Christmas market on November 26.

The 12-year old German-Iraqi boy, police said, has links with IS and he was plotting to set off a bomb at the place which is now very crowded just before the Christmas holidays.

Focus news magazine reported Friday that the 12-year-old had planted a backpack containing a homemade bomb outside city hall in the center of the city of Ludwigshafen on December 5. "It was filled with explosive powder ... and prepared with nails", FOCUS reported.

Due to German law regarding minors and criminal responsibility, the 12-year-old boy who was born in Ludwigshafen and was of Iraqi descent was not arrested or charged with any criminal wrongdoing but instead sent to foster care.

The explosive devices are familiar: at the Christmas market he left a backpack with a homemade nail bomb inside.

Stephan Meyer, the parliamentary spokesman on security issues for Chancellor Angela Merkel's conservative bloc, confirmed the details of the report.

"This is a startling case for everyone, and I think the proper response is to investigate it thoroughly", Steffen Seibert said. Police said the mixture would have burned but not exploded.

The boy apparently had turned rapidly to Islamic extremism, said Meyer.

However, no one from Federal Public Prosecutor Office was available for comment, reported the news website.

The mayor of Ludwigshafen, Eva Lohse, said the boy is "currently staying at a secure place and therefore presents no public threat".
